Cowley County Economic Development-Cowley First is a joint effort of the county and incorporated cities within the county. We operate within an extensive program of work that includes workforce, tourism and rural development. Rural Development is key to the vitality of our county. Cowley First utilizes programs that will attract not only residents but also tourists that will infuse dollars into the small businesses and communities of Cowley County.
